Few if any weather balloons have solar panels and its unlikely a weather balloon with solar panels as large as balloon 1 had is a weather balloon.
Based on panel size and considering charging power reserves, the panels were powering several hundred watts of equipment which would be highly unusual unless it was capturing massive amounts of data in the form of photos and more importantly low energy radio signals.
Radio signals from microcontrollers, closed networks, and point-to-point networks can not be easily captured by satellites but would be key to understanding and attacking infrastructure.
It is also likely that the balloon was interrogating and attacking the encryption of low power data stations and APs.
These closed, low power, and poiint-to-point radios are the second oe third greatest threat to US infrastructure, and many are protected by weak encryption and obsurity.
It is also likely that control of said balloon and data collection were shared duties of remote and local (Chicoms on the ground) operators and data collectors.
Even if this balloon was fake, the infrastructure weakness exists, and balloons are unique attack vectors that should mot be dismissed.
Profiling, war driving, and pentesting data systems and radio communications via high altitude balloons is a very interesting idea and again, would produce data and results, not otherwise available on such a large scale.
